PIMFA's response to HM Treasury's Individual Savings Account: UK ISA Consultation. It is right that the government should seek to encourage a culture of investment in the UK and ensure that people have the opportunity to invest and benefit from the UK’s vibrant capital markets and high-growth companies. Our view, however, is that the responsibility for government in achieving this should lie in creating the right environment for investors to divert capital towards UK businesses. We are extremely uncomfortable with the principle of the UK government, in effect, designing products to change investor behaviour
